想问下that of the 1.4 percent...的that指的是什么？personal spending到底是在和什么比较？多谢！

这里的含义是：预期认为：第三季度的个人消费将会使该季度的个人消费增长率在上一季度的1.4％的基础上番倍。

其实这道题表面上是比较，但是进行下翻译就会发现，double这里是翻倍的含义，当做是V，所以理解为：个人消费增长率在上一季度的1.4％的基础上加倍。

that of 在这里就是要指代 personal spending, 但是记得要带入指代先行词回到原文再读一遍，就发现 personal spending of。。。。personal spending 这样是读不通的

虽然在形式上不严格对应，但比起其他选项的错误，这就是最好的选项了。

从句子结构上来分析，expectations that中的that引导的是定语从句，修饰前者。但是在从句中我们分析一下，主语是personal spending ，谓语是double,宾语是the 1.4 percent growth rate 。personal spending 怎么可以double growth rate 呢？求高人指点，

对于D选项，Retail sales rose 0.8 of 1 percent in August, intensifying expectations of personal spending in the July-September quarter more than doubling that the 1.4 percent growth rate in personal spending for the previous quarter。
句子结构可以分析为double 后面的that 指代的是expectations，那么expectations of ...double expectations, 顺理成章。OG的解释也是说Although this option is not technically wrong, it is less clear and graceful than B.
正如我上一贴说到B是不对的，为什么不选D？

不是personal spending in the July-September quarter 么？意思是第三季度的个人消费。怎么是第三季度的个人消费增长率？
这句翻译应该是第三季度的个人消费在上一季度的1.4%的基础上翻倍。personal spending怎么会double 1.4% 呢？不太明白呀求解释

我觉得expectation that是个同位从 that后面就是具体阐释expectation的东西

It is a strange construction, definitely, but we don't have a better option. Our task is to find the best of the 5 choices given; B is it.

"would"is auxiliary verb here so this clause follow a passive voice.

这里首先要弄明白expectation没有被实现，that引导的同位语从句中，必须用conditional,即would double.

double在Merriam中定义：

DOUBLE
transitive verb: to make twice as great or as many: as
a : to increase by adding an equal amount
b : to amount to twice the number of
spending in Quarter X would double（=make twice as great as）the A rate in spending for Quarter Y
