政府补贴市场价和预设价的差价。by后面是状语从句。从句中，主干为the market price falls short of （没达到）a preset target price per bushel for the crops。at which crops are actually sold 为market price的定语从句。

这句话好难懂,原来是这样的:

The government pays farmers the amount,[ if any, by which the market price (at which crops are actually sold) falls short of a preset target price per bushel for the crops.]

从by which和falls两词可以看出,政府付的是差价......

which指代的是the market price... falls short of a preset target price，即TP-MP之差。即政府支付的只是一个差额价格

我想针对C选项提问：

farm-program payments to drop by $10 billion（1983）是收割量和单价调整共同导致的么？还是仅仅是后者导致的？
期待回复。

你好，我认为题干的意思是：干旱实际上会减少美国政府对于农民的补助。因为政府支付给农民的价格是一个差额价格（粮食的市场价格低于目标价格）。在1983年的干旱时期，美国政府支付的农业补助减少了10billion.
首先，干旱会导致农产品产量下降。然后，产量的下降导致市场上的农产品价格升高（供不应求）。接着，政府要补助农民。但是，由于市场价格的升高，而政府要补助的是（目标价格－市场价格）的差价。所以应该是减少的产量和升高的市场价格共同导致了农民的补助减少。

恩，谢谢回复。
我发现很多涉及sales amount=price*production的题目，正确选项中都会兼顾到单价和数量，似乎缺一不可。不知道是巧合还是正项答案设计的必要性导致的。

题目的出题点可以千变万化，但是最核心的就是读懂题目，认真对待每道题，不要受以前的思路影响
