2.D中把and cost 改成will cost 句子对么？will前面不加逗号！
3.E中 will cost 前面那个逗号去掉还对么？

1、我覺得沒有，which根據meaning指代the program for modernizing the steel mill整體。
2、個人覺得不對，which引導的是非限定定從，前後用comma隔開，如果後面沒有comma的話，就會讓人覺得好像will cost也是非限定定從一部份。
3、同上~

p.s. 建議lz不要去修改錯項@@...我覺得知道它錯在哪裡，考的語法點在哪裡就o了。hmm...畢竟我們不是出題人，就算我們覺得對的可能在他們看來是不對的...哈哈，just recommendation~~^^
