对A选项有个疑问。 -ving 分词这里是不是容易产生

如果present participle放在主語後面的話，一般認為修飾的是主語。
lz可以把at the federal reserve看成限定性修飾policy makers，所以介賓短語只是policy makers的修飾語。
viewing對應修飾的是policy makers at the federal reserve整體。

另外，對於是否會有修飾歧義的問題，關鍵還是meaning。grammar的使用也是爲了表達meaning;)
