其中og对D的解释是：（我自己把它分成两点）求解释
1、this sentence implies that obtaining an investment-grade rating and keeping costs low are the same thing; 有这种用法吗？难道是同位语？有这种奇葩的同位语吗？
2、this version of the sentence makes the referent of the possessive pronoun its uncertain because the possessive pronoun no longer identifies with the possessive noun in a grammatically parallel series.这句话真心看不懂。

僅僅看keep the county's future borrowing costs low，很有歧義。到底county's是修飾哪一個名詞成份呢？
1、keep the county's future borrowing costs low
2、keep the county's future borrowing costs low

上面是兩種可能的理解，黑體字是object，後面的內容都是修飾黑體字的後置定語;)

僅僅看keep the county's future borrowing costs low，很有歧義。到底county's是修飾哪一個名詞成份呢？
1、keep the county's future borrowing costs low
2、keep the county's future borrowing costs low

上面是兩種可能的理解，黑體字是object，後面的內容都是修飾黑體字的後置定語;)

這裡possessive pronoun表示its，possessive noun表示county。
所以上面的意思是，possessive pronoun指代不確定，是因為possessive noun結構有問題。

1、keep the county's future borrowing costs low
2、keep the county's future borrowing costs low
its可以分別指代上面兩個黑體部份：
1st表示，保持county（借款成本少）的未來
2nd表示，保持county（少）的未來借款成本

所以對於keep後面的object可以產生兩種理解，subtle different
