想问下 D 答案中measures to control it are necessary only in the South 划线的to的不定式是作measures的定语么

还有杨鹏长难句中的一句话的问题

为啥划线的是俩介词 in? in which定的是前面the crucial questions么？
可以把in which改成that 作a form的同位语么

（1）to control it是measures的定語，表示控制lesser corn stalk borer的措施。
（2）lz可以按照meaning來理解：因為沒有人能夠以某種方式去問問題，什麼樣的方式？就是問題能夠被有效追求的方式。【翻譯惡劣，忽略之...><】

所以，上面黑體字是一個完整的句子，in which是修飾form，後面引導定語從句。form在定從中做的是介詞的賓語，換成句子是：

lz首先要理解清楚同位語是怎麼用的。
[noun + 同位語]，其實本質上同位語就是第二個noun，同位語就是noun。
比如說My friend Chris likes swimming. my friend就是Chris，Chris就是my friend。
所以根據上面的說法，lz應該可以自己判斷能不能換^^

不是有抽象名词+that that从句对前面noun.进行具体化解释么

有，但是那種是同位語從句，同位語僅僅是一個名詞成份。
比如說the evidence that [subject + verb]... 黑體是同位語從句~
