楼主注意，这里原文要说的是“在英格兰的生命保险”，这一特定目标群。所以in england要修饰life insurance. 如果把in england放句首，会有另外一种意思，那就是“在英格兰，生命保险是。。。。的”这样的释义会暗指“在别的地方，生命保险不是。。。”（但这层意思我们不知道）而且这里的生命保险是统称，感觉是说一个现象。
