45. In 1923, the Supreme Court declared a minimum wage

答案是C，对于OG的解释我有一个疑问，就是declare x unconstitutional 为什么要倒装成declare unconsititutional x?
各位大大能否给小弟一点指导？感激不尽。

不是NN，发表一下自己的意见。
我觉得是因为这个declare X unconstituional中的X太长了declared （a minimum wage for women and children in the District of Columbia）unconstitutional这样的表述的话，由于unconstitutional是形容词，有就近修饰名词District of Columbia的嫌疑。所以排除。

应该不会有修饰district of columbia的歧义，只是因为太长了~

一个外国论坛上面的一篇文章说GMAT中，adjective可以作为noun modifier，是修饰the closest noun, 所以我才觉得有修饰distric of columbia的歧义。
而且，个人觉得adjective可以向前修饰noun，比如：
I want to do somthings special.
The cat, lazy from overeating, took a snap.(from manhattan)

第一句：sth,anything之类的只能后置修饰；
第二句：形容词做伴随状语，不是后置定语~
这道题中unconstitutional只能做宾补，所以不会有修饰歧义。。。

有个V-ing的问题请教大家：
ruling that...的逻辑主语是the Supreme Court, 修饰谓语declare，但是这里是伴随动作还是伴随结果呢？觉得两个都不是很说的通

问一下D为什么错啊？是因为主动比被动好吗？但是我觉得后面句子的逻辑主语不应该是the Supreme Court啊，求解答！！！！
