Concerns ... led to the construction... to serve...
查到的Lead的用法无非就是
及物的：lead sb/sth to do;
不及物的：sb lead, to lead或者be led.
这里lead to 是什么用法？led to怎么看都像是定语，可惜后面没有其他动词作谓语了。求高手赐教

同问，我也对这里的lead to ... to这个用法觉得挺奇怪的，做这题的时候我纠结了半天就是觉得怎么会有两个to在这里，开始我努力地找led construction...to...但是没有这个选项。

V-I If something leads to a situation or event, usually an unpleasant one, it begins a process which causes that situation or event to happen. 导致 (通常为不愉快的情况)

以上是字典的解释，后面的 to sever the city BOSTON 是 system 的定语
