Hi Wang Chen, Thank you for your interest in UTD. I do believe that you can waive the TOEFL. With regards to the scholarship, the overall requirements are based on GMAT and GPA, but there is not a specific minimum. The GMAT average in past years was near 700, but the actual numbers used each semester are based on number of applicants and the overall background of the applicants.

建议以WAIVE对待。这样你有一个优势(G)和一个和其他人一样。但是你提交了T,就一个劣势+优势。 你自己想想,同样的两个applicants,最后一个人G730 T waive了,一个G730 T93,你要谁?我是要前者。因为我会觉得ta的G730没准T还不错~而后面那个人直接把T摆出来了,就暴露短板了。你必须承认,一般人看见G730还是会很相信你的英文水平的
