其实应该这样理解，it的先行词可能是前面有两个单数名词，a government advisory committee和the breakup，对于在代词做主语的代词，优先指代主语，因此it优先指代a government advisory committee，但是根据逻辑语义，把a government advisory committee带入划线部分替代it后是错误的，因此it在此处用法错误。
