这题我觉得C项可以这么理解,C项说bus有少于四分之一的时间是把游客从一个地方带到另一个地方,言外之意就是大部分时间都是idled,这样就可以加入到原文的推理中了。因为大部分时间idled,建立停车场可以缓解,从而减少危害。
