我觉得D、E选项中的if不能用于建议中，AB选项中的it没有指代的对象。这句话应该是说groups are denouncing the mayor‘s proposal。 proposal 的内容是 a system should test scores. which 修饰的是system。

C 是正确的，它省略了两个that，原句可以这样：
Several educational research groups are denouncing that the mayor's proposal of a system by which individual teachers would be given raises or bonuses should test scores showing that their students' mastery of reading skills has improved over a nine-month period.
其中 "by which individual teachers would be given raises or bonuses " 修饰“ a system ”

我觉得第二个that是不可以省略的把，省略会产生歧义。我会理解成showing their students' mastery of reading skills

我问了我学习那个机构的老师，他说有人选C有人选E都不能互相说服。。。就。。。。
