74. A 1972 agreement between Canada and the United States

reduced the amountof phosphates
that municipalities had been allowed todump into the Great Lakes.

(A) reduced the amount of phosphates that municipalitieshad been allowed to dump

(B) reduced the phosphate amount that municipalitieshad been dumping

(C) reduces the phosphate amountmunicipalities have been allowed to dump

(D) reducedthe amount of phosphates that municipalities are allowed to dump

只有一点不是很明确。。 C这里的现在完成时为甚么不对呢  OG上说 HAVE BEEN ALLOWED SHOULD BE  ARE ALLOWED

按理说应该可以的啊

个人觉得问题不是出在时态上,而是出在后面定语从句municipalities have been allowed to dump修饰的词上。

D选项中,从句修饰的是amount,可是amount是不能被dump的,所以错误
C选项中,从句修饰的是phosphate,这个是可以被dump的,所以正确。

至于时态,我觉得have been done没有太大问题。但是had been done是绝对错误的,因为had been done代表的时间是从过去一直到agreement签订的一段时间,这段时间里的phosphate amount是不可能减少的。
