A选项 equally与as…as语意有重复，而且最重要的一点the current one，指代的是the current speed limit，因此是和the proposed speed limit两个宾语之间的比较，要补出主语，避免有主语比较的歧义。
E选项as likely to exceed the proposed speed limit as they are :They are后面省略了likely to exceed，这样就更加清晰了

umm personal opinion

the easiest way to eliminate ABC is that equally 。。。as is unidiomatic
if you want more detailed explanation, here u got it:

as+noun cannot introduce comparison . that is the wrong in choice A
they are ( exceeding) ; exceeding is omitted, but we are not allow to do such kind of omission because we didn't see any exceeding in the former part。。。that is the wrong in choice B

what is being compared is not parallel , eliminate C and D
you should expect parallel structure: equally likely that 。。。as that
as likely that ....as that

E is parallel ...so correct
