答案是B

with upgrading and with the development of
一个是gerund,一个是名词，可以平行吗？

还是说这种名词平行的时候只存在于 a and b的情况；with a and b，a,b可以不平行？

曼哈顿不是说doing 名词不可以和 the n 名词平行吗？

since upgrading is non-underlined, there is no such issue here

but if you really try to figure out what is actually going on here,here is my opinion

your understanding is right

in this circumstance

you better understand upgrading as complex gerund ( despite its noun form upgrade)

I have not idea why upgrading should be written here

development is action noun

so the two constructions can be parallel

如果upgrading 按照simple gerund来理解，而不是按照形容词来理解，那么upgrading(simple gerund)是不应该和 the+ development(complex gerund)平行的。

我不理解的点是，这种不能平行的方式是否只适用于 a and b结构，如果前面加了介词with，这条rule就不能apply啦？

或者这里的upgrading就单纯是个adj而已。。就跟sleeping cat 一样。。。

nope， you cannot understand in this way

upgrading will never parallel to a noun if understood as adj

also，development is action noun，you should further check it out
the developing is complex gerund （ it seems that you are a little bit confused about the differences， you should reread the manhattan）

upgrading here are more prone to be understood as simple gerund (because there are no article"a/ an/the“ preceding it）

but actually

it cannot make sense to be a simple gerund because only complex gerund can parallel to action noun

you should understand upgrading as complex gerund here although it is not preceded by any articles

the rule applies here

终于明白了
翻了一下书，complex gerunds are noun like，句意理解with upgrading data equipment 的确是noun like
重要的是冠词是optional的。。
