86：给你讲个故事：你爸退休了你每个月给你爸寄500块钱后来你爸退休工资加了200 然后你每个月只给你爸寄300了.

说的就是总量没增加这个事儿。不管是不是贫困水平达到最高，只要领到的钱比之前多，那就比以前经济条件好。因此 D不行

87 跟86，其实就是一个硬币的两面农村老人的钱实际没增加：涨退休金后，城里的小孩不用给他们那么多钱了，自然就有更多钱在城里消费
E选项说加退休金前农村比城里的退休金高；这个横向比是没有意义的只要纵向比以前钱多农村就应该有消费增加

89 请注意结论：the agency's cost clearly outweighs the benefits it provides.

我们有句成语叫杀一儆百也就是说尽管只查出1% 但是威慑力让其它的人不敢卖伪劣产品因此它的作用其实不仅限于表面的1%

就好比我说我家有报警器却从没有人窍我家的门我这报警器白装了其实殊不知正是因为报警器人家才不敢窍门。

B选项说的是有没有去降低成本这是错误的比较我们要比较的是成本和潜在的作用而不是这个成本本身用上面的例子做了类比：比如说请问报警器是不是白装了？然后有个答案说这个报警器不是最便宜的，市场上还有更便宜的报警器。这个答案的谬误就跟B选项是一样的。

86题的C选项，老人要买的物品价格飞涨，也可以解释生活没有变好？
