先搜索，总结了一下前人的解释。然后查了高阶词典：
E中：that做什么成分？
如果作schedule的宾语，那their scheduled day>the day that they are scheduled，to collect跟stay，即：员工要留到最后那天工作日(the last day that they are scheduled)才能拿补贴；
根are scheduled=员工要留到拿补贴的最后那天(last day that they are scheduled to collect (severance packages))，有歧义。
如果做状语，那应该是the last day on which(when) they are scheduled，
