我的理解是 the stability encouraged the transmission and was crucial in sustaining.......稳定有助于传递,在维持文化遗产方面也起着至关重要的作用

我的理解，the stability 首先encouraged the transmission of the Black heritage...而且正应为促进了传播，同时 was crucial in sustaining-the Black heritage ...这里and so这个短句是插入成分，其后面的was crucial in sustaining与encouraged the transmission of是并列且递进的关系。

而a heritage that slaves were continually fashioning out of their African and American experiences是the Black heritage 的同位语，其中that是定语从句的引导词，其引导的定语从句修饰a heritage。fashioning out of 是指：从....中丰富发展而来。
