我的理解是这样的：
用each逻辑不通
每个人面临类似的问题，逻辑错误
大家面临类似的问题，正确

翻译一下楼主那句话：
当每一个州面对相似的垃圾问题，所有州的主导产业和法规环境决定了产生的垃圾的种类和数量以及处理垃圾成本。
首先，每一个州面对相似的问题，既然是“每一个”，那么跟谁比较相似呢，逻辑上说不过去。
所有州的……决定了……，这里明显是想说在states面对相似问题的时候，每个state有自己不同的垃圾的情况。

LZ的改写明显逻辑不对呀，LS写得已经很清楚（参考一下），还有一般来讲，都是先说集体共性用all，再说个体特性each，就会带来的问题或是情况~~~~
