大概的主干 natural phenomenona ould appear the same to someone on the deck of a ship moving smoothly and uniformly through the water as to a person standing on land.
加粗的都是修饰成分，句子想表达的是自然现象对于两类人群的显示力是相同的
1.一个是站在甲板的人们 2。一个是站在陆地的人们
还觉得不好理解：可以把as 用in the same way as to替换理解一下（这句话就是modifier过多，不好理解）
这句 是因为 the same to someone as to a person 前面用了to 后面采用的
如果是the same for xxx as 后面就用for了
