但是xdf讲过：描述客观事实、客观规律（科研成果、政府决策、协议内容用一般现在时！ 例证如下：og 12-74 A 1972 agreement between Canada and the United States 【reduced the amount of phosphates that municipalities are allowed to dump 】into the Great Lakes. 从句部分是协议内容，所以用了一般时态,一般过去时allowed，没有用第一题的那种ing形式。为什么呢。
