D distorts the orginal meaning the author tries to say.
If we convert the sentence to an different order, it could be composed as following:
Most severance packages require workers to stay until (d) their last scheduled day in order to collect
or (e) the last day that they are scheduled to collect
In D, it's saying that the workers are required to stay until the last day because they need to work (to collect packages). "Collect" here doesn't modify "day".
In E, its saying that the workers are required to stay until the last day. This last day is the last working (collecting) day.
Because of the difference between these two and common sense, I stick to E.
BTW, I think "their" in D and "they" in E both refer to the workers because if not, "in order to collect" should be changed to "in order to be collected"; likewise, "are scheduled to collect" should be changed to "are scheduled to be collected".

我选了d,但是从出题者的角度出发,我觉得应该选e,e中的they很明显是workers,因为后面出现了指代workers的they,一句句子中的同一代词指代相同事务,d的that也很容易解释,如果查字典就可以发现,that可以当when,in which用跟在the day后面。不过d太不简洁了
我觉得d不适合当答案的理由就是,如果ets要给答案,一定在这个句子中不会用in order to,用to,e的形式也不符合正确答案形式。将一个分词提前一般不对。
