But C is wrong as well, it sounds like: Josephine baker was fashioable
'made paris her home long before to be an expatriate ' describe Josephine

'It' does not represent the person. It means to be an expatriate

这里面it 是placeholder. you should never look for the antecedent in these situations. e.g. It is happy to stay the whole afternoon with you.
