详细的说：
the number of是一名词短语，意为“……的数目”。
the numbers of是前者的复数的形式，
作主语时，谓语动词应随the number的单复数变化。
简单记做：
the mumber of ..... is
the numbers of ..... are
例如：
The number of students is increasing. 学生人数正在不断增加。
The numbers of the machine parts are not available. 这些机器零件的号码找不到了。

小镯，从你给出的例句来看，这里的number和numbers并不是单复数的区别了，而是根本不同的作用和解释。前者:the number of是一个固定词组表示数量的，后者:the numbers of the machine parts这里的numbers是号码，而且这里的the numbers of xxx，并不构成固定词组。
请再斟酌。
tulip, 关于the number of/a number of是固定词组，区别也知道，但是the numbers of xxx这个词组我没有看到过，查不到这个常用法，是不是某个句子中截下来的，还要看前后句才能判断。感觉the numbers of并不是个固定词组。

补充一下：the numbers of -----中的numbers就是一个普通的复数名词，后面谓语动词用复数。不能把the numbers of---最为和the number of同等的固定用法来看待。比如，我也可以说: those numbers of 和these numbers of。放入上下文看后，发现，numbers解释为“某个东西，事物，或者甚至是人的数字，数量，号码”等具体的名词意思。

我还记得有一个这样的句子：

我只知道numbers是表示总量概念，但是具体是怎么用的也不是很清楚..
