91. Leachate is a solution, frequently highly contaminated, that develops when water permeates a landifill’s site. If and only if the landfill’s capacity to hold liquids is exceeded does the leachate escape into the environment, generally in unpredictable queantities. A method must be found for disposing of leachate. Most landfill leachate is sent directly to sewage treatment plants, but not all sewage plants are capable of handling the highly contaminated water.

Which one of the following can be inferred from the passage?

(A) The ability to predict the volume of escaping landfill leachate would help solve the disposal problem.

(B) If any water permeates a landfill, leachate will escape into the environment.

(D) Some landfill leachate is sent to sewage treatment plants that are incapable of handling it.

(E) If leachate does not escape from a landfill into the environment, then the landfill’s capacity to hold liquids has not been exceeded.

(E) is provided as the right answer. I don't understand why (D) is wrong. If most leachate is sent to sewage treament plants, but not all sewage plants are capable of handling the water => some leachate must have been sent to plants that can't handle it.

原文并没说L会送去不能处理它的处理厂。完全有可能送L的人将L送去处理厂之前已知道那些厂能处理L，然后才将L送去该厂。ANYWAY，原文没这方面的信息，所以D推不出。错

原文只说多数L被送去处理厂。不是所有处理厂能处理高污染水。没说就会送去这些不会处理L的厂

加点我的理解，根据原文的内容not all sewage plants are capable of handling L.那么假设只有一家厂无能力处理，那么D项应该改为some L is sent to a sewage treatment plant that is incapable of handling it.所以D项并不能包涵所有情况。

INFER题应该是在所有情况下都成立的选项~

问题应该是这里incapable的是contaminated water，而D项incapable 的是landfill leachate。信息截取不准确。

原文中If and only if A then B(从B可推出A)；选项E为If not A then not B（非A推非B）正确

但是,要是这样的话B=>A（Leachate会泄露到外界环境中=〉超出垃圾填埋的容水能力）, 答案E是 “非B（Leachatev不泄露到外界环境中）推出非A（不超出垃圾填埋的容水能力）”阿，不是上面红笔的非A推非B，

这是怎么回事呢？

我觉得因为if and only if （当且仅当）是充分必要条件，所以A推B，也能推出B推A

饱和了，L才可以跑掉。= L跑不掉，就不饱和。

尽管lawyer是大神级人物，我在这里还是要质疑一下lawyer在二楼的回答。文中有 Most landfill leachate is sent directly to sewage treatment plants, but not all sewage plants are capable of handling the highly contaminated water.这一句很明确的说明了D选项的内容。所以lawyer的解释不正确。我认为之所以D不正确，是因为本题是infer题，而D选项的内容是原文有的，不是推出来的，所以不选D。

觉得您说的应该是对的，但是我还是没有懂……
在我的逻辑中：
1，不是所有的溶液被送去处理厂。——推导出，很多溶液被送去处理厂。
2，不是所有的厂都可以处理溶液。——结合1推导出，有部分溶液被送去了不能处理的工厂。
自己能想到的唯一解释是，1中的工厂和2中的工厂并不完全吻合。
1中的工厂都是能够处理的工厂，2中包含了不能处理的工厂。是这么理解么？
