40. 我的理解是，非限制性定语从句表示一次性的，有点类似于“额外说一句”的感觉，而且，如果用非限制性定语从句的话，就有一种non-opec国家只有挪威等三个国家似的；-ing形式给人的感觉像是一种持续的状态，including的三个国家也不代表non-opec国家只有这三个。。。。。个人观点，仅供参考，求大牛指点！

C答案我不是很明白，为什么不能用被动，为什么OG解释说是模糊。而且would不能理解为虚拟语气么？
