For my understanding, if there are some local (or nonlocal) applicants who are not offered scholarships having higher audition than those nonlocal (or local) applicants who are offered scholarships, then it's not proper to be said by the stimulus that "they are doing this to ensure that only the applicants with the most highly evaluated auditions are offered scholarships to the program"
