是说古罗马人早就掌握了water power的作用,他们早就能在偏远地区广泛并且出色运用水力资源作为energy source,(暗指那里水力资源比较丰富.),更为让人讶异常的是在那些缺乏水资源的大城市管辖的区域,人们也能利用水力资源来当energy sources
还是说偏远地区用水过多,反而让大城市那边没水用了尼
我觉得第一种理解比较对,可是如果这样的话,为什么选E不选A呢
