我觉得最主要要从语义来看，任何关于我们国家foreign policy的讨论一定要从承认...存在的事实开始，而不是说任何讨论都要从一个事实开始。 再者，C选项的表达很wordy，begin with the fact that there is这一表达不能使意思表达的更清楚，反而使句子变得非常冗长。。。
还有一点，begin with一般是用于表达XXX是什么什么的first part，就像“The movement began with a protest", protest是这个movement的第一部分。 原文，并不是在说这个fact是discussion的第一部分，承认这个fact才是。作者: M猫Fishoo 时间: 2013-8-18 23:27
