对于B/C都可以说是缺乏谓语，只不过方式不尽相同。
B.Reserve, now viewing the economy to be balanced between that of moderate growth and low inflation and are 这里的are certain是在FR的修饰结构里的，在结构上是不能充当谓语的，可以看到后面的and将doing和are并列，这本身就是平行错误，同时也导致了句子木有谓语
