There are a few points you can make.
Is the code of etchics relevant? Not necessarily: was approved within the last year, in the past; in direct response to specific violations committed by companies with which we were then working; also the past. Things could change. Therefore, we need etchics regulations that are more anticipating what may happen as the business environment change. And the regulations need to be reviewed periodically to ensure they remain relevant to the environment.
Virtually all of these companies have agreed to follow it: Virtually all have agreed. Not all of them have agreed obviously. Even if you have agreed to something, you may still vilotate it. I agree to show up on time for work, but I may come late from to time due to various reasons. Therefore, enforcement is still necessary. 错误假设同意的就会遵守； 错误认为去年的环境和今年一样； 错误认为针对实际的code就比针对potential的code好
