1. 我搞不懂主语是efforts还是a major goal. 这怎么辨别啊?

2. 还有"____, X____" 这类句型中, X 是修饰前句的主语还是句末的词呢?

A, B, is ... . A是主语, B是同位语.

A, B is ... . A是同位语, B是主语.

可是同位语要求数的一致吗??

不要。从来就只要主语和谓语数一致。
