I choose E instead. If E, "Nearly all of laceType>CountylaceType> laceName>XlaceName>’s population is concentrated in a small part of the county", is true, then X has more open land than Y, and it will make more sense to build the wind farms in X rather than Y -- the planner's argument is weakened. Therefore, E is the best answer.
