According to the question, to ensure an embargo to succeed, both international accord and total blockade are necessary. However, for Patria, as long as blockade is implemented, there would arise an international discord, which make it's impossible to have the two necessasities happen simontaneously. Hence, we can get the conclusion that "any trade embargo against Patria would be likely to fail at some time."

For A, the passage never mentions about the "balance of opinion". In fact, for this type of quesiton to seek an conclusion based on the information provided, you can rule out the wrong branch using unrelated words.
