The passage is about lying (disinformation campaign) as a way to fight against enemy.
But the author didn't reveal his attitude until the last two sentences: 1) disinformation campaign = fight fire with fire. 2) water is more effective than fire
thus, disinformation campaign is less effective in fighting against foreign foes.
