A, best. 动词construct的一个常用表达construct sth. to do, 故名词形式construction有用to do比for doing好。

例：Economic models will be constructed to explain the differing unemployment experience of different individuals in each of these markets.

B. between 1876 and 1904 修饰systems错，产生歧义：systems只存在于between 1876 and 1904 ，而不是construct between 1876 and 1904。

C. have led between 1876 and 1904, 过去时间用现在完成时错。

D. leading修饰health错，且句义表达不如A (可归为能用动词形式表达最好用动词，不要名词形式，如There were concerns… )。

E. between 1876 and 1904 修饰错，There are同上句式选择错。

偶认为一般情况下如果A没有明显逻辑错误的话，作者的本意还是应该以A为准...

大家是判断时态为一般过去时是根据BETWEEN的,那BETWEEN应该修饰谓语动词LEAD TO才可以啊~

所以我觉得BETWEEN修饰CONSTRUCTION, 所以B中的现在完成时的时态没有问题!

between 18 and 19是做定语还是状语？？我觉得是做定语修饰construction,同时又提示了时间信息

我的迷惑是:为何systems不能只存在于between 1876 and 1904 ?怎么断定这systems到现在还存在啊?如果红字表明between 1876 and 1904 的修饰对象确实只有systems一个的话,这个不应该叫做歧义吧?B是不是应该从其他决定性的语法上的错误来下决论呢?

我觉得既然限定construction是在1876年和1904年，而是由于concern导致的construction,所以concern必须先于construction

A中的位置通常情况下就是作者想要表达的意思， so B is wrong
没有明确的指示说明这句话想表达这个动作 lead对现在的影响。。
用过去式比较好！

如果这样的话，construction是过去的行为，concern是早于construction的行为，应该用过去完成时 had led to 了，所以B错；

问一下lead to有现在完成时的用法嘛？这是个瞬间动词吧
