This is a sufficient assumption type of question. You just need to plug in each answer choice and see if it would lead to the final conclusion.
D) does not help the case. Even if the number of qualified elderly people reaches its peak, since every one received their share of benefit from the government, there is no reason why their total income would not increase.
E), on the other hand says that the elderly receive two types of income, one from the government, the other from their children.
