C选项的简化没有问题，When A by B was adopted at C in 1848, E for F had been included in it. 不过it的指代确实是含糊的，是A还是C呢？ 代词指代通常是看逻辑，但是也有两个规律，主从对位的话一般优先指代，就近的优先指代。如果是主从对位，那么明确是指代A，但这里不是主从对位，因此是就近指代，那么更像是指代C。但是逻辑上应该是指代A，所以就除了问题。作者: 我的mujuse 时间: 2012-5-30 22:35

The answer is obvious - during the drafting process. We can figure it out by extracting the intended meaning from the original, although flawed, sentence: "included in it by the author " Therefore, the meaning in C is illogical. C says "when xxx was adopted, a call for ... had been included"
