我的想法是C,因为FED的逃税罚款力度更大,因此相比于FED,人们更倾向于逃STATE的税,所以当采取这项措施的时候,换回来的STATE税会多于FED的,我的逻辑问题在哪里???纠结啊!!!!!

choice C is a irrelevant answer..you should read the information stated in the passage carefully.
the FD government plan: a taxamnesty program that allows tax delinquents to pay all owed tax without addedfinancial penalty
economist project this plan will have what consequence?the federal government would collect a far lowerpercentage of total tax owed by delinquents than did state governmentsimplementing similar programs.
the explanation of economist is dealing with the program which enable tax evader to pay owed tax without penalty...so penalty is assumed not existing

做逻辑题的时候急不得,不能过分推理也不能无中生有,看清楚结论的讨论范围这样才能更快的帮你排除无关选项

说实话我做题的时候和LZ想的一样。。虽然看了答案觉得E也行吧。。但觉C逻辑上也没什么不对。。

Premise:
The federal government planned a tax amnesty program that
allows tax delinquents to pay all owed tax without added financial penalty.

Conclusion:
Economists projected that the federal government would collect a far lower percentage of total tax owed by delinquents than did state governments implementing similar programs.

E is right since it says that the delinquents in State tax are simply forgetting to pay while the delinguqents in Federal tax are determined NOT to pay.  If this is true, even if the penalty is removed, those who evaded federal tax will not pay the Federal tax since they have made up their mind not to.

In E, those who did not pay federal tax have decided not to pay the tax while those who did not pay state tax have simply forgotten to pay.  Therefore, the former won't pay back the owned tax with or without a tax amnesty while the latter might.

Federal: 不想交的人, with or without the program, they WILL NOT pay tax since they do not intend to pay in the first place.
State: 忘了交的人, they might pay the tax under the new program once they remember to pay.

C), on the other hand, does not support the conclusion that the federal government would receive lower percentage of its deliquent tax than the state government.  Because C) only provides a half assumption - federal penalty is higher - but lacks the other half assumption -higher penalty leads to lower payback. What if people would be more likely to pay back when the penalty is higher?
