标题: it作形式主语后，是否还能在这句句子中出现it作为代词？
It would hardly be fair for the meatpacking industry to blame regulators for the harm that it has inflicted upon itself in the sub-prime meat sector.

这是Manhattan SC里面的一句话，然后我比较疑惑的是，先前它说过，代词出现在一句句子中只能指代同一个事物。然后这句句子里第一个it是作为形式主语指代to blame....的，为什么后面还能出现it来指代industry，不会显得ambiguous么？

求指点！
