题目的意思是只局限于现在的public buildings吗?如果写紫禁城之类的是不是不符合要求呢?

No, it doesn't becuase:
1. In a country lack of democracy and free speech, the public has no influence on the design of the public buildings.
2. Even in a democratic society, some public buildings are necessary to daily life and they do not carry the marks of the society. for instance, post offices all look the same throughout America. That is largely because public involvement is not required to build a necessary facility.
However, it does reflect ... when the public are invloved in the decision making process. For example, Vienam Memorial and most recent lower Manhattan reconstruction, ie. the selection of the Reflective waterfall memorial design.
