关注focus：前提：cost，结论：bus than car。也就是说，原文从cost推导到了bus和car的比较。既然要求寻找原文推导的flaw，答案也必须和原文一样，包含cost和比较。

如果政府要收钱说改善交通，然后某人说“我宁愿塞车，也不多交钱”，可是政府已经强行要收钱了，那这个时候某人应该是不开车了呢？还是不交钱了呢？

因为他最开始的初衷似乎不是“我不会改交通工具”而是“我就是不交钱”。这样就算政府强行受了，他打死也还是不交钱，所以不开车了呢？（因为你没法在交钱和塞车中间选，只能在交钱而开车，或者不交钱而不开车中间选啊）

当然，在这个题里面，这句话应该是无关选项，我们推不出这些人是不是要从car转到bus。
