这是一个假设的情况，不是真实发生的。是to develop。。。（要想。。。的话），这些人才would have to，不是这些人现在真实状态是have to do sth

hehe, 不认为would have to 是虚拟， would 在这不过是一种语气比较委婉的表达方式罢了。没有上面帖子的NM讲的那么复杂。

would have to 在句中更能表达建议的口吻，而have to 语气过为肯定，（万一这建议并不是唯一的解决办法呢？或还有其他影响因素呢？　）

这题关键在区分economic and economical .
