我觉得,airline companies在汽油低价的时候不买safest seats,而在高价的时候却用safest seats至少在一定程度上说明他们把safety的地位提高了,所以是become more important 了,
而单独从这句话并不可以推出 minimizing fuel costs remains a priority

C说，油价高，seats就卖的很差，说明他们把钱化到油价上去了，既然如此，就说明油还是比seats重要。如果他们不是把油的costs控制放在第一位的话，油价高就让它高好了，何必把本来要买seats的钱化到油上去呢。
og的意思我理解是说，往年油价不高的时候椅子卖得都不好，今年的油价更高，所以暗示的是更应该消减成本才是。
