1. Compare to and Compare with GMAT应该不考虑哪个更为优越，虽然两个意思还是有区别。with一般用在同类事物的比较，to一般用在不同类事物的比较，但是,again，GMAT不会因为这个而区分正确与错误答案 2. A里面的paying可以修饰主语学生，也可能混淆为修饰the cost of higher education; B里面的which是可以就近修饰the cost of higher education,但是用被动语态欠佳

compare to 的意思是把A比作B， compare with 表比较
