首先，开头的More and more in recent years, 是什么意思？这样的格式也可以做时间状语吗？ 其次，as a means to 不用管单复数吗？a和means不是矛盾吗？ 再次，to greater economic development 为什么我看了几个帖子，都在解释greater为"包括市区及郊区的"。难道这句话不是“为了更大的经济发展” 的意思么？那么to后面可以接名词喽？为什么我又觉得应该是to do结构更对？就像OG自己的解释，应该是 to achieve greater economic development吧。

楼上的 as a means to an end是一个固定搭配 它表示的意思为 something that you are not interested in but that you do because it will help you to achieve something else.
大部分情况下as a means to后面跟的是动词，这也可以解释为什么greater 在这里做动词理解而不是形容词

我觉得这里不用去区分to的后面是接verb.还是 noun.，这题的重点在于是a means of还是a means to的用法。 Subway is a means of transportation. ( a kind ) Diligence is a means to success. ( a goal ) 其中题目的用法是第二种，表示目的，这里to 是prep.后面接名词或Ving，并不是不定式的用法。
