很多公司知道和约不合法,所以不让过去的雇员执行合同规定

I think you misunderstood the passage. Many companies do no hire people during the period that are covered by these people's agreements with their former employers.

既然说Agreement 不Binding,为什么说Companies还担心Involved In Lawsuits.
