A的the leading gas and electric company引起歧义，到底是gas和electric都是一个公司在经营呢，还是指两类公司呢？这是第一个修饰不清。如果仅仅改为the leading gas company and electric company，又产生了一个歧义，到底是gas公司是leading的呢，还是两个都leading？所以E是最没有歧义的表达。

解釋: opening 已經限定修飾states, 所以易當成 in question with
(opening their utility markets to competition ) 的States.
這裡的states 已經限定指那些已經opening their utility………..

a huge network for marketing the utilities in question as states open
解釋: Choice E,則是另一個意思, as 作” 當……..” 來解釋, 邏輯上似乎較為合理

不过我觉得A的错误更明显，their utility markets to competition中的there没有逻辑指代对象阿，所以gas和electric应该是两个公司。

utility industry可以理解为能源工业，比如水电气之类的。

一般来说TO DO 会好多FOR DOING, 但如果没有TO DO 的选项, FOR DOING 也可以,不能说错~
