第一黑部分意思是指采用一种strategy，但是没给出这种strategy是好是坏，就如C所说，appeal certain strategy。第二黑部分是作者推崇的strategy，从consequently就能看出，是指结论。

我觉得两个黑体部分的strategy不是指同一个，第二个黑的是指另外一个作者所推崇的strategy，而第一个是指作者不推崇的。
